Maybe it is some kind of approval seeking. I have found that cats seem to love people who first ignore them - after a while they come and purr in your lap.

It's the way evolution has wired us. If people ignore us we feel that they are better than us and so we chase them because we want the best people in our lives. Whereas if someone loves you then clearly they're inferior to you and so aren't worth bothering with.
