Why doesn't God...?

Why doesn't God send a gaurdian angel to babies and children who are being hurt either on purpose or un-intentionally.

Angels can sin as well. What if He sent one that failed to show up. Remember demons were orginally angels who fell from grace like mankind.

It's like asking why God doesn't send down Angels with swords of fire to destroy the corporate/polital forcesthat opress us...there are two possible answers(that i can think of):

Either God is a Giant Psychic Vampire that prefers only to feed on souls that have been engorged with the perfect combination of pain and confusion--or(and slightly more likely) We areall manifestations of the divine, and if you want good things to happen you have to make them happen.
