I believe this is an Americanism based on the fact that originally it was the number of cells as in battery cells required to power the unit. In UK it is a mobile phone as it is mobile as opposed to being attached to land line.
It's because the antennas of the phone networks are set up in a "cellular" format. As opposed to serial or parallel. It's an electronic engineering reference.

coz a cell phone can be on sale through robbery. So cellular about a cellular device is its selfishness.
