because when you get out of jail, you are put on probation (or, licence depending on where you live) of sorts (that is suppose to last for the rest of your life) and if you violate your probation, you are supposed to go back to jail for the rest of your life with no eligibility of parole.
It was introduced when the death sentence was revamped, or considered "unconstitutional"

Well thats why they have ridiculous things such as 20 life sentences, you wont be getting out of that alive haha

cuz one hour in jail is like a whole day and a day is like a week and a week is like a month and a month is like a year and a year is like 10 years and 10 years is like 20, and 20 years is like 40 years etc etc.
