There were signs around Portland where I used to live that said, "Any car illegally parked will immobilized."
I saw a guy with a bumper sticker that said, "Any device put around my tire will be boltcuterized."Like (2)

Never mind that, what make cops think they can park on the sidewalk, even when there's no emergency?

Because they don't carry tow-trucks with them, I suppose.
Forget where I saw it on TV, but I liked the character who got her own clamp, would park illegally, clamp her own car and then leave it, secure that the police wouldn't do anything because they'd assume it was clamped by another policeman.
