I think you mean "personnel" policies, so that is the way I will answer it. They have those polices to provide a uniform understanding with all employees as to what is expected and how issues are handled. This decreases the likelihood of being sued for discrimination - everyone is treated the same, as per the policy guide, with no deviation of those policies.
