A few reasons.
They don't actually love their partner. Love is a word we chuck around far too often and we forget what it means to some people, and how strong a connection it can create.
And inherently, humans are attracted to other people, it can't be helped. Some people follow their impulses. Bottom line though, if they truly cared about their partner, they wouldn't even think about enticing such impulses.

Because a lot of people are in a relationship out of opportunity. Meaning the one they are with isn't necessarily the one they would pick if they could choose from the entire world. He/she was just the best thing at the moment.
