Why when we have a crush on someone do we not tell them, then when they are taken, we get mad, its our fault?

I have told crushes that I liked them but they just said okay and didn't do anything. I stop telling because I wasn't getting anywhere. It took me until I was 18 to have a boyfriend and get and loose a boyfriend with in 3 months. Now I am trying to figure out why my neighbor talked to me for awhile and now has been ignoring me for the last couple of months.
