The initial start up is what causes the most stress on all the components of your pc. If you use your computer daily, it is better to leave it running, and only reboot when it freezes up, or you after you update it. This will not make your computer run faster, it just extends the use of your computer in the long run a bit. When your pc is on and not being used, it uses a very minimal amount of energy. if your computer is running slowly, you might want to delete all your temp files and delete anything you don't need anymore, to clear up memory space. On top of that, defrag it, and run antivirus/antirootkit tools to make sure your pc is clean. Also if you use firefox as a browser.. you might want to look into "Fasterfox" on downloads.com, it is free.

My computer seems to get slower when it's being kept on continuously.

I don't think it really matters. I keep my desktop on all the time and I found that the thing that was making it run so slow was actually the Norton Antivirus software on it. But to save energy and reduce your carbon footprint, turn it off.

Well....that's mostly right. Except a hard drive is a mechanical component containing bearings that definitely have a limited lifespan. The rest of the components I agree are better left on. Starting up any electrical device does strain it. I always add a second hard drive to my computer to back up data I wouldn't want to lose.
