Depends on whether either of them had posed any life threatening danger to me. If neither the dog or the man were a danger to me, yet I had to choose one. I would shoot the puppy.
First I shoot the person forcing me to make this decision. If that happens to be a full-grown man, so be it.
All these people say puppy.. but every one of you would should a puppy over a man. You kill a man and you kill someones brother, husband, father, and for all you know the man could run a no kill dog shelter that rescues puppies from the pound. I would shoot a hundred puppies to save a man.

Is the puppy evil? If so, it would be easier to shoot it. And is the man a cop? If so, I'll shoot the puppy. Cops are our friends.

Reverse logic: The man is evil and the puppy is going to be trained for the bomb squad or as a drug sniffing dog. Or are you just dead-set on killing the puppy?
In that scenario, I would use the puppy to kill the evil man.
