You'll need a plunger.
And first there will have to be committees to look into the matter. Those committees will need to be assigned and will need to be allotted funding for government research. Then there will have to be plans and regulations as to how it must be done.
Then the EPA will step in to fight certain aspects of the plan. Then it will need to be further discussed and debated.
Then it would need to be decided who will actually pull the lever- or at least who would take credit for it.
"It's time" in Washington means "It will be time, but who the heck knows when??"

You could do some great things with CGI. Particularly awful politicians disappearing down the toilet. It would make a great ad ;o)
