11 yr old is too young for that responsibility for long durations of time like if the parent went to work for the day or something like that , for 10 minutes maybe but overall too young for that so very bad decision on behalf of the adult

Neglect, irresponsible, pathetic...I can come up with a million of them. The 11 year old deserves a childhood, why should she be responsible for raising a child unless she is the one who had it and in that case someone should be in jail.

when I was 11 I baby sat all the time and didn't lose anyone's kids.. but if shes already lost the kid once she probably should not watch anyone else's kids so it would be kind neglectful.

Honestly, with a responsible 11 year old in a controlled environment, not really. So in your example, absolutely. I once saw a couple arrested for leaving their baby in a running car with a 5-6 year old in front of a store for well over 20 minutes.
