If it's a teenager, you can start by telling them you want to talk to them about some of the feelings they've been having.
If it's someone you're attracted to and want to be with sexually, most would appreciate you just being straightforward with them and telling them you're interested in playing together.

It all depends on who you are talking too. If adult, just tell them you have a personal question or topic you wanna talk about. If it is a child depends on the age, if under 16 don't talk about it until they are ready but over 16, just have the talk about what could happen and the types of STD's that are out the.
