From my research, the best way to go about joining is to save up enough for an airplane ticket to Marseille, France. Once there ask airport officials to send you in the general direction of the FFL base in the area. It's the main recruiting center. You will be allowed an interview at which time they will choose whether or not they will allow you to move on to the two week physical and mental analysis. If you are allowed to pass on all fronts of the two week analysis then you will be given an opportunity to sign a five year contract. You will basic train for a total of four months at which time you, upon graduation, will be awarded your Kepi blanc denoting your title of legionnaire. Some general advice would be to ensure you have a way back home in case you don't make the cut. Also bring some form of identification preferably a birth certificate and passport. Pack lightly as you will not want to have more than a backpack with some things. Once admitted to the training they will store your items and give you a sweat suit. If you don't make it, they bus you back to where you started and return your gear. It is rumored the best time to join is in the Fall going into the colder months. The cold scares off a majority of recruits as the FFL has some serious training to test your limits. Hope this helps out, also check on youtube; search for French foreign legion and you will come across documentaries labeled 1-10 which you can watch and follow through the procedure.
