Being underaged depends. Such as drinking when you are 16 at home with your parents around. Something like joining a website when you are a year younger will do no harm, unless it is something like a **** site. A site like EP, however would not harm. It is different, you are comparing someone joining EP to young to someone doing underaged illegal sex crimes. They are completely different situations imo.

As I'm an OHS representative as part of my role, I'm actually quite up to date with laws. So be it I don't give much of a ****, or any of a **** about American laws, but that's because this doesn't break any. GOLDPAW broke a law because she appeared on this website underage. The age limit was 13-15 and she appeared here at 12. Also, this isn't a form of cyber bullying.
