Um, that's a traffic island with a keep left sign. A bollard is a metal or concrete post, similar in size to the keep left sign in the pic. Sometimes newer ones have a reflective ***** near the top. ^_^

  It's definitely a traffic island, lol. It helps to separate the lanes at intersections so that visibility is improved and vehicles have more room to turn. However they can also be on straight parts of the road and help pedestrains by allowing them to cross only one lane of traffic at a time: You can actually stand in the midde of the island (actually it's like two islands) and wait til you can complete your crossing. ^_^
