Put the shock collars in water. Hopefully they arent water proof. Sounds like she found her calling as a vet NOT

try and contact your local SPCA (society for the prevention of cruelty to animals), or Humane Society, and maybe email them the pictures. or ask your gf and her mom straightforward what is going on with the collars? and maybe try and show her the injuries? (don't use an accusatory tone, otherwise they might get defensive and tell you to mind your own business!!) just show that you are genuinely concerned about Zoe.

      Thanks for the quick replies..
When my gf finishes her tutoring (which is shortly) she'll come upstairs. I'll show her Zoe's neck and the two collars. We have been dating for 2 years and are very close. I'll explain the situation, and I'm sure she'll understand. I think if there isn't change immediately and that second collar isnt thrown out forever I will email those pictures to the humane society and try to get Zoe somewhere out of this home where she won't be hurt. I'd hate to be away from Zoe, but her safety and happiness is the most important thing right now.
I'll keep updating this thread so you guys know the progress in this and in case I need more help..
      Hopefully everything will be fine.

I'm glad to hear that you care so much about Zoe, and that you will talk to your gf about it. I'm sure she will be concerned as well and give Zoe the proper care she needs. And thank you for the updates! I hope it all goes well! :)

It turns out that the bigger shock collar was actually a brand new electric fence collar, which explains why I hadn't seen it before. The shock level was accidentally bumped up to the highest when it had dropped on the floor, so her mom has set it down to low and will take it off Zoe at night to let the shock wound heal better.
Her mom will also take a look at it and clean it up. I think it'll all be fine.
I'm glad it seems to be working out ok.
      Thanks for your help! :)
