I hate my body so flipping much and I just want to be thin again no matter what it takes , I restrict anyways , even though I try and get better for people , if it takes starving I'll do it, help ?

Watching what you eat is a good start but not nearly enough. The only way to lose weight, most people don't enjoy doing including me. Exercise. I can guarantee if you exercise 30-60 minutes per day you will see a change within a month. You sound determined and should give this a try.

I've been doing light exercise and I just want to 've able to see hip bones and last year you could start to see my ribs a bit , I was happy then , and no I don't have an eating disorder , because ik too fat to have anything and like ugh I weigh 164 maybe 1-2 lbs less because I don't have a scale to weigh myself

Don't starve yourself. That's unhealthy. Start by cutting down on your portions and watching what you eat.

But I do that already and I'm still a effing 🐋 I've cut down on a lot but I haven't lost any weight

You probably weigh less then I do though
