I Really Hate This One Co-worker

There is this co-worker in another department (same building) that thinks that he/she could come into our deparment and do whatever he/she wants and when confronted this person claims that I have the attitude, especially when it comes to answers that this person doesn't want to hear.  From what I've heard this person has been banned from our office, which is good, but I may have to talk to this person on occasion if I have to call the office because there are other people in that office I need to not only work with, but need in order for me to get my job in my office done.  I've known this person for years, since middle school and this person hasn't changed.  When I got this job 20 some odd years ago, I thought that would be it because this person never graduated from high school and working in this building (in general/doesn't matter what department) you would need a high school deploma or GED.  A couple of years later, this person was hired (to find out because of  his/her dad worked in the department that I work in and no h.s. deploma or GED).  Later this person got a GED.  This person wasn't so bad when he/she started until a couple of years ago, I try to keep my distance and try to be polite if and when I had to deal with  him/her and then if/when I wasn't chipper enough over the phone, he/she would start in with the comments and try to push my buttons but wouldn't let it bother me until this week.  I know it shouldn't but it does.  The paperwork in this office is important and if anything is missing, it usually comes down on me.
