No Respect

My neighbors created a rental pit under their back deck and keep it filled with an assortment of low life spouse abusing scum. They park assorted junk cars all over their front yard, and when it rains, they track mud up and down the street. People come and go at all hours of the day and night. For a while they had punching bags and created a cretin gym in their trashy garage. Then souped up mopeds began racing up and down our street repeatedly, stopping at that house to rev them up and hang out between races. The woman who lives there is a witch with a capital B. Her husband is a skilled liar. Now they have dogs that bark furiously and fight with each other. One of the dogs has begun to come into our fenced backyard since the fence is not high enough to keep him out. I'm afraid of the animal since it runs at me barking wildly. I've told them in no uncertain terms that they need to build a higher fence and keep that dog out of my yard. They say they'll "take care of it right away" (The liar) or "when they have the time" (the kid who owns the dog.) All I'm asking for is to be left alone. What can I do? What are my rights?

Thanks for your comment, Thomas. Actually, I don't live "in a neighborhood like that." There are some very nice million dollar homes on all sides of me. The people who live around here are quite normal. I just have some sort of curse on me when it comes to neighbors. It's been that way ever since I can remember. Karma. I'm working on that, though.

I once lived in a neighborhood like that, I'll never do it again. I feel for you.<br />
