He Blows His Horn, He Screams Out Irrelevant And Inappropriate Comments, And He...

He's just plain certifiably nuts, imho.  The horn: it's an air horn, and he blows it day and night--usually though not after an hour when I could call the police. 
He yells out crazy things...today it was (this is what I woke up to): "Who's a pretty Paulie? NOT YOU!  You're a LARD ***!!!  WHO'S a pretty paulie?  NOT YOU!!! and etc...." on and on and on, for at least 20 minutes, then blowing of the horn.  I could hear this from my kitchen window--he's up and back across the alley, just so you could get an idea of how loud he is.  Today (this is rare), somebody ( a male voice) stopped to ask him why he was blowing the horn.  He said: "To warn my family."  ????  More: He hangs things around the alley...from the fence of the person next to me (he's friends with her son)....some of the things hung from that fence were stuffed animals (pigs,, cows)....a dessicated ham with bone...above that, he hung a big bunch of his hair that he'd cut off...he hangs signs....on the electric pole (that happens to be at the end of my driveway), a SLOW KIDS sign, that keeps falling and he keeps hanging...this week, above that, he perched a stuffed devil...he strung the pole with old-fashioned christmas lights (that don't light up) and on the pole he hung a radio...guess how old he is?  Apx 42 yrs old.  Lives in the apt in his mother's house (she's old and fairly feeble; she seems to be on some meds, twitches a lot, but who wouldn't, living with him:?)....I don't think he drives...I often see him riding a bike, even in the hottest and most humid weather that we've been having....I could tell you lots more, but I'm getting tired of typing this ridiculousness....except for this...a fw yrs ago, my daughter (then 19) was out in the backyard with her dog...he was next door in his friend's yard, next to ours...he started saying to her..."Sara....do you wanna come play with me? cmon sara, come play with me..." Well, that time I did call the police, who warned him that should he say ANYthing to her again, he was going to get arrested.  The cop said to me: "That guy ain't right.  In the couple of minutes that I talked to him, I got a sense...that guy just ain't right...something's misssing..." Now tell me...would YOU call the cops on any of this guy's latest shenanigans?  To be honest, it's mostly annoying, but sometimes, like this morning...it's more than a bit disturbing...unsettling...makes me nervous...
