Sometimes I wonder what baby's think, like what do they dream about? How much do they really understand? How does their inner voice sound like? Can they even understand their inner voice? And when they laugh, what makes something funny enough for a baby to laugh?

I think because everything is new to them its either funny or scary

I'm no scientist, but I doubt young babies even have an inner voice. When a baby is born, it pretty much understands too things "comfort" and "discomfort". They don't know why they're (un)comfortable, they just know they are. As they grow, this splits off into more specific thoughts, like "hungry", "cold", "warm", "wet", etc. and eventually more fully formed thoughts. If newborn babies were actually smart, they would be able to communicate more effectively than they do (crying.)
