I had this scratchy, flakey patch of skin on my eye-lids that was originally diagnosed as eczema. It was only slightly bothersome (most of the time) but occasionally became a real problem when it would flare up and become itchy and irritated. This actually happened when I exercised outside and sweat heavily, which some how irritated my skin.

What I later learned, however, is that the eczema reaction I was having on my eyelids was actually a secondary reaction to a small eye infection. I saw an ophthalmologist who finally figured this out and put me on the correct medication to get rid of the eye infection. Now the eczema is completely gone and I wanted to share this in case anyone else is in a similar spot.
