Why do bosses like to say "you take a step up to prove that you have the skillset, when the opportunites arrive, you have the advantages to be promoted." Is this really a true statement?

I've seen people take extra work and then when the opportunity comes, an outsider gets that job.
I've seen the boss who takes the existing employees for granted and gives them more and more.

To what extent the employees should start to say no ? If the work is above their level, why should they take it?

In the current economic climate, those that have jobs want to keep them for alternatives are not always easy to get, and often come with temporary contracts, So, the management will always win. Unfairness is something we live with. An alternative to unemployment.
