I Need Help Finding A Book

My mother used to get a book from our local library when I was very young, and I can't find the book anywhere. I don't even remember what the name is anymore. I want to get it for her because she loved to read it to me so much. here's what I know: The book has a wagon wheel on the cover and is red and yellow I think...but, one of the recurring lines in the book is "big deal said the wheel". that may be title as well, but I've had no luck on any book site, google or book stores anywhere. If anyone has any information about the book ie its proper title or where I can find it, please let me know! The book may be from the 60s, 70s or 80s. Sorry that this is so vague, but it's all I remember
