My 3 year old and almost 5 year old never seem to listen to me or their dad. They tune us out when we ask them to behave, clean up a mess, etc. very frustrating.

You must give them a stern pinch to the lower ear while explaining their mistakes. Don't overdo it. The ears points are like fast triggers. So when it is triggered the brain is alert for a moment, mind focused and what ever information comes in seems to be absorbed good. So next time they are on the verge of repeating the mistake a reminder is triggered in their head. At least they hesitate. Some children just override it. Please don't be angry. Chances are they high energy, curious and over enthusiastic lads. I know. I kind of tripped those triggers once in while in my time :) ... They should eventually come around. :)
