My Perspective.

It's well known that teenagers are going to do it more often then not. There have been times when government has tried to stop this such as banning skirts, teaching sex-ed, and vocally challenging it. It oubviously doesn't work and it seems most logical that if teenagers have already made up their mind about it, then you may as well give whatever support you can.
