As you contemplate the WPA posters on the walls of your office, consider The Points of Light Program, which originated in the bottom-up grass roots community empowerment environment in which you began your career.
Your administration has nothing like this program in mind, in development or in place. The federal government hasn’t had a similar program since the Reagan administration dismantled the Community Services Administration after 1981. It is a bail out forMain Streetbased on the Nixon-Moynihan domestic program conceived to restoreAmericain ways similar to the WPA.
This is not a poverty program. Although new wealth bubbles up from beneath the poverty level, as is the dynamic of a value-added Free Enterprise system, this is a national investment program providing seed capital for generating new wealth. A venture capital process engages the community as a capitalist tool during which a C-DAG investment is leveraged by inventory and consensual design to satisfy a community mission. Sidwell Friends is an example of an existing, and successful, community organization suitable for the Points of Light Program.
The Points of Light Program will do for civilian community organizations whatArmyFamilyTeamBuildingis doing for the Army community. The Points of Light Program is a shovel-ready program that can be instantly deployed to civilian community organizations through the Army Community Services of Tradoc. It is nation building forAmerica.
The Points of Light Program will complete Nixon’s transformation of the Military-Industrial Complex, which put men on the moon, into an Aerospace-Entrepreneurial Matrix, which will put men on Mars. In addition, the practical financial and economic experience will provide a national baseline for restoring the federal tax code to its pre-Reagan balance of distribution, which has become distorted by ideological design and venal intent.
The Works Progress Administration began the mobilization which won WWII and put men on the moon. As a bail-out forMain Street, the Points of Light Program will duplicate the national mobilization which occurred afterPearl Harbor.
In the fierce urgency of now, it is always the right time to do the right thing. The Points of Light Program is the right thing. Your presidency is the right time.
