Why Does Bullying Still Exist?

Serious question. It has many detriments and little to no benefits. Schools can EASILY eliminate it completely by strictly keeping watch over bullies and punishing them in a fit manner.

Why does it still exist? It's so SIMPLE to get rid of it!

Not so simple! Bullies can be very manipulative,they know how to ingratiate themselves to people who have power and at the same time torment those who are vulnerable,I worked in a very bullied profession for years,a so called "Caring profession" bullies very often end up getting promotion,they often pass off as being assertive and often have the confidence and the know how to get what they want,some of them have psychopatic tendencies and one knows how clever these people can be! yes it sounds grim but there we are,sadly there are far too many good people who do nothing to stop that kind of thing mostly because it does not touch them or they put it in the too hard basket! I don't think we will ever be able to get rid of bullying altogether because as I have said bullies often acquire positions where they have power over others and can call the shots.
