Make testing mandatory for getting married. Do more campaigns of awareness. Make HIV testing a simple, quick results and anonymous and more people will be willing to take them. Cheaper HIV testing techniques, it costs like 50 bucks for HIV test kit at drug store, it should only be a couple of dollars at most. Give away free condoms in high school washrooms and why not all public washrooms?
