    This verse is saying that one should never kill the cow. the cow is considered one of our mothers because she gives us nourishing milk. so it is an offense to kill her. and the bull. or OX also have the duty of plowing the fields. yes now we use tractors but they will not last forever so the bull or ox is to be used to grow food not as food.
