Why Is Rory Not Coming Back In Season 4?

So I just discovered through the Season 4 Promo that Rory Flanagan aka Damian McGinty will not be coming back for Season 4! Why? He was a good character that they could of really given him an excellent story line with his deportation and his parents could guest star..its so sad!
