I Could Be My Own Therapist

I have a therapist. There are times when I come to him and feel extremely bad. And he always asks me "What do you think you could do to feel better and overcome this?" And I give a whole bunch of answers and leave him asking "Okay... you know what to do ... why don't you do it??"
I don't know. I break down and I only feel better when I can share the stuff with someone and explain to them what I need to do and they say "THEN DO IT!"
Makes me feel like I'll NEVER gain control over my moods and my life.
